The Company
Buchan Offshore Wind is the developer of a major floating offshore wind farm 75 km to the northeast of Fraserburgh on the Aberdeenshire coast. With an anticipated capacity of close to 1GW and a connection date of 2033, the project would feature up to 70 turbines and has the potential to generate the equivalent of the annual power needs of some 1 million British homes.
A dynamic, committed and focused project team has seen the project deliver on its key milestones to date, with both the offshore and onshore consent applications submitted to the Scottish Government and Aberdeenshire Council respectively, in Autumn 2025. The focus is now making preparations for moving into the post-consent phase, enhancing the supply chain programme and delivering on the project’s engineering roadmap.
The project’s unique selling point is the selection of BW Ideol’s patented Damping Pool® floating substructure which has the potential to both accelerate delivery and generate significant levels of employment in Scotland, with BW Ideol actively working to establish a manufacturing centre at the former oil and gas fabrication yard at Port of Ardersier.
The joint venture has three equal partners, with highly relevant and complementary capability and expertise: BayWa r.e., a global renewable energy business with UK offices in Glasgow and Edinburgh; BW Ideol, a proven floating technology leader and international floating wind project co-developer; and Elicio, an experienced Belgian offshore wind developer, owner and operator.
This major multi-billion-pound infrastructure project will include up to 70 WTGs and associated floating foundations, up to 3 offshore substation platforms, 1 intermediate reactive compensation platform, a cable route of circa 90km offshore, 30 km of onshore cable and a HVAC substation connecting to SSE’s onshore transmission system. The Role
The Procurement Specialist is a key role in the development and delivery of the Buchan Offshore Wind project and will be a core member of the Commercial Team.
The primary objective of the role is to support the Supply Chain and Procurement Lead in the execution of the project contracting strategy. Core activities will include supporting and leading contracting activities from inception to execution on a range of high value specialist contracts including specialist design, advisory and works contracts.
The role will include support to the engineering, consenting, project management and commercial teams in delivering contracting activities, and the individual will co-ordinate a range of tendering activities including populating tendering documentation and managing the interaction with the supply chain during tendering events.
A successful candidate can expect a varied role and the opportunity to interact with and learn from multiple members of the Commercial Team. The role offers opportunities for the successful candidate to grow and develop their skill set through supporting a wider range of strategic procurement activities, including supporting the development of the procurement strategy, development of procurement processes and governance, support to wider industry and government supply chain initiatives including the Clean Industry Bonus and the Supply Chain Development Statement commitments and supplier engagement initiatives. Strong interpersonal skills along with an ability to work in an agile manner should be considered as advantageous to successfully delivering on Key Responsibilities.
Key Responsibilities
Buchan Offshore Wind has an agile and experienced development team which will grow as the project progresses through development and construction. In this role, the candidate will lead a number of critical aspects of the project including:
Delivering Tendering Activities
- Carry out the delivery of tender activities, setting timescales, arranging key check points and controlling information flow.
- Ensuring that the population of tender documentation is coordinated between disciplines and that the final output is of a high standard in line with project governance.
- Co-ordinating the project’s live procurement plan ensuring the project team’s tender priorities are identified, monitored and reported across the Buchan Project team.
Procurement Policy Compliance
- Work in conjunction with the Supply Chain and Procurement Lead to embed the Procurement Policy in the day-to-day operations for the project.
- Support the project team to deliver procurement activities in line with the Procurement Policy.
Supplier Management
- Use the Supplier Management System to prequalify new suppliers for the project.
- Work with Suppliers to onboard them to the Supplier Management System ensuring their records are kept up to date and in compliance with the relevant project policies.
- Interact with key suppliers to understand critical requirements and gather market intelligence for the project.
One-Team Approach
- Be a visible and vocal part of the project team, working alongside the Supply Chain and Procurement Lead to ensure that collaboration and integration is a core part of the team culture.
- Support to the wider strategic procurement and supply chain tasks and initiatives as led by the Supply Chain and Procurement Lead.
- Act as a point-of-contact within the Commercial team for key project activities and take ownership for updates as part of Commercial Team reporting.
Candidate Requirements
The role is anticipated to be fulfilled by a procurement professional with experience in the fundamentals of project procurement, with the opportunity to develop towards a more senior role as the Buchan project moves towards construction.
While experience of floating offshore wind and/or offshore wind projects or other offshore or onshore energy projects such as oil & gas or energy transmission major infrastructure is desirable, it is considered that experience of other major construction projects would provide relevant and transferable skills.
This is a pioneering project and we are seeking a candidate who can demonstrate innovative thinking and a willingness to learn whilst having an understanding of project drivers and delivery risks.
Essential candidate qualifications for the role include:
- Degree (or equivalent) in relevant Commercial, Procurement, Business or Engineering discipline.
- Approx 5 years experience of major construction project procurement.
- Agile and adaptable, with experience of working in major construction project environments in collaborative organisations.
- Strong communicator, able to work effectively with a range of people across engineering and non-engineering disciplines and an open and collaborative team member.
- An understanding of UK HSE and its relevance to procurement processes.
Desirable skills include:
- Experience in fixed/ floating offshore wind, the oil and gas sector and/or offshore transmission development.
- Track record of working with procurement processes for large infrastructure projects in the final phases prior to FID.
- Understanding of fabrication and manufacture of large components.
- Understanding of the relevant government and regulatory landscape for offshore wind supply chains including UK CFD, Clean Industry Bonus, Supply Chain Development Statements etc.
- Chartership, or progress towards Chartership, with a recognised industry body (RICS, ICES, CIPS etc).
